    Chapter I General Principles

    Article 1 The Association is named Beijing Language and Culture University Alumni Association (BLCUAA). 
        Article 2 Our Alumni Association is a joint, national and non-profit social organization with legal personality, which is voluntarily initiated by alumni of Beijing Language and Culture University.

    Article 3 The purpose of this Association is always adhere to the leadership of the Communist Party of China and integrate the party’s work into the whole process of the operation and development of the association, taking Marxism Leninism, Mao Zedong Thought, Deng Xiao-ping Theory, “Three Represent’s” important Thought, Scientific Outlook on Development and the Thought on Socialism with Chinese Characteristics for a New Era as the guiding ideology and guide for action.

    In accordance with the provisions of the constitution of the Communist Party of China, the Association establishes the organization of the Communist Party of China, carries out Party activities, and provides necessary conditions for the activities of Party organizations. The Association abides by the constitution, laws, regulations and national policies and social morality, with the practice of the core socialist values.

    The Association will strengthen the links between alumni, and between alumni and the alma mater, then to unite, cooperate and develop friendship. Through the Alumni Association, we hope to expand the influence of Beijing Language and Culture University at home and abroad. All alumni can inherit and carry forward the fine traditions of the alma mater, then contribute to the construction and development of Beijing Language and Culture University. Moreover, we could devote ourselves to the prosperity and strength of our country and the construction of a harmonious world.

    Article 4 The Association accepts the business guidance, supervision and management of the Ministry of Education and the Ministry of Civil Affairs.

    Article 5 The domicile of the Association is located in Beijing.

    Chapter II Business Scope

    Article 6 The business scope of the Association includes:

    1Contact alumni at home and abroad, and strengthen the contacts and exchanges between alumni, and between alumni and the alma mater;

    2Promote the cooperation and exchange between alumni and the alma mater in education, scientific research and culture to support the construction and development of the alma mater;

    3Organize recreational activities to provide services to alumni within our capabilities;

    4Develop and utilize alumni resources, expand the influence of Beijing Language and Culture University, and promote enrollment and employment;

    5Edit and print alumni publications; Build and maintain alumni network.

    Chapter III Membership 

    Article 7 Members of the Association are individual members.

    Article 8 Members applying to join the Association must meet the following conditions:

    1Support the constitution of Association;

    2Have the intention to join the Association;

    3You are one of the Chinese and foreign graduates, undergraduates, advanced students and trainees who have studied in Beijing Language and Culture University (including special Chinese language course for Eastern European exchange students of Tsinghua University, preparatory department for studying in the Soviet Union of Beijing Foreign Studies Universityand special Chinese language course for foreign students of Peking University , foreign students higher preparatory school and the former Beijing Language and Culture University). Or you are one of the teaching staff who have worked in the school (including honorary degree awarders and honorary professors, visiting professors and part-time professors employed by the school).

    4Those who are not members of the Association but make great contributions to the construction and development of Beijing Language and culture university can be granted honorary membership by the Council of the Association.

    Article 9 Membership procedures are as follows:

    1Submit the membership application registration form;

    2Discussed and adopted by the Council or the Standing Council;

    3Membership cards are issued by institutions authorized by the Council.

    4Those who are not members of the Association but make great contributions to the construction and development of Beijing Language and culture university can be granted honorary membership by the Council of the Association.

    Article 10 Members can enjoy the following rights:

    1Have the right to vote and the right to be elected of the Association (honorary members are not included);

    2Participate in the activities organized by the Association;

    3Priority to obtain the services of the Association;

    4Have the right to criticize, suggest and supervise the work of the Association;

    5Voluntary membership and free withdrawal.

    Article 11 Members should perform the following obligations:

    1Implement the resolutions of the Association;

    2Safeguard the legitimate rights and interests of the Association;

    3Complete the work assigned by the Association;

    4Report the situation to the Association and provide relevant information.

    Article 12 Members who withdraw from the Association shall notify the club in writing and return their membership cards. If a member fails to pay membership dues or participate in the activities of the Association for two consecutive years, he shall be deemed to withdraw automatically.

    Article 13 In case of any serious violation of the constitution of the Association, the member shall be removed by voting of the Council or the Standing Council.

    Chapter IV Selection and Removal of Organizational Structure and Responsible Persons

    Article 14 The highest authority of the Association is the member congress, and its functions and powers are:

    1Formulate and amend the constitution of the Association;

    2Elect and remove the directors;

    3Considerate the report on the work and financial report of the Council;

    4Formulate and revise membership fee standards;

    5Decide on termination;

    6Decide on other major matters.

    Article 15 The member congress can be convened only when more than two-thirds of the member representatives are present, and the resolution can take effect only after it is voted by more than half of the representatives present at the meeting.

    Article 16 The member congress shall have a term of four years. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the Council, submitted to the Ministry of Education for review and approved by the Ministry of Civil Affairs. The extension of the term of office shall not exceed one year.

    Article 17 the Council is the executive organ of the members Congress. It leads the work of the Association when the members Congress is not in session and is responsible to the members Congress.

    Article 18 the functions and powers of the Council are:

    1Implement the resolutions of the member congress;

    2Elect and recall the president, vice presidents, secretary general and executive directors;

    3Preparing for the convening of the member congress;

    4Report work and financial status to the member congress;

    5Decide on the admission or removal of members;

    6Decide on the establishment, change and cancellation of offices, branches, representative offices and entities;

    7Decide on the appointment of the vice secretary general and the main person in charge of the office;

    8Lead the work of the office of the Association;

    9Formulate internal management system;

    10Decide on other major matters.

    Article 19 The Council can be convened only when more than two-thirds of the directors are present, and its resolution shall not take effect until it is passed by more than two-thirds of the directors of the meeting.

    Article 20 The Council shall be convened at least once a year. It may be convened in the form of communication under special circumstances.

    Article 21 The Association shall establish a standing council. The Standing Council shall be elected by the Council, and its number shall not exceed one third of the number of directors. When the Council is not in session, the Standing Council shall exercise the functions and powers of items 1, 3, 5, 6, 7, 8 and 9 of Article 18 and be responsible to the Council.

    Article 22 The Standing Council can be convened only when more than two-thirds of the standing directors are present, and its resolution shall not take effect until it is passed by more than two-thirds of the standing directors of the meeting.

    Article 23 The Standing Council shall be convened at least once every six months, or in the form of communication under special circumstances.

    Article 24 The president, vice president and secretary general of the Association must meet the following conditions:

    1Adhere to the Partys basic line, principles and policies, and have good political quality;

    2More influential among alumni;

    3The maximum age of service shall not exceed 70 years old, and the secretary general shall be full-time;

    4Healthy and able to work normally;

    5Have not received criminal punishment of deprivation of political rights;

    6Have full capacity for civil conduct.

    Article 25 If the president, vice president and secretary general of the Association exceed the maximum age of service, they can continue to serve only after being voted by the Council, submitted to the Ministry of Education for review and approved by the Ministry of Civil Affairs.

    Article 26 The term of the president, vice president and secretary general of the Association is four years, and shall not exceed two consecutive terms. If the term of office needs to be extended due to special circumstances, it shall be approved by more than two-thirds of the member congress, submitted to the Ministry of Education for review and approved by the Ministry of Civil Affairs before continuing to serve.

    Article 27 The president is the legal representative of the Association.

    Under special circumstances, the executive vice president may act as the legal representative after being entrusted by the president and approved by the Council, submitted to the Ministry of Education for review and approved by the Ministry of Civil Affairs.

    The legal representative shall sign relevant important documents on behalf of the Association.

    Article 28 The president of the Association shall exercise the following functions and powers:

    1Convene and preside over the Council and the Standing Council;

    2Inspect the implementation of resolutions of the member congress, the Council and the Standing Council.

    Article 29 the Secretary General of the association shall exercise the following functions and powers:

    1Preside over the daily work of the office and organize the implementation of the annual work plan;

    2Coordinate the work of branches, representative offices and entities;

    3Nominate vice secretary general and responsible persons of various institutions. Then submit them to the Council or the Standing Council for decision;

    4Decide on the employment of full-time staff of the office;

    5Handle other daily affairs. 

    Chapter V Principles of Asset Management and Use

    Article 30 Sources of funds of the Association

    1Membership fee;

    2Donations;

    3Supported by the government and Beijing Language and Culture University;

    4Income from activities and services carried out within the approved scope of business;

    5Interest;

    6Other legitimate income.

    Article 31 The Association shall collect dues in accordance with the relevant provisions of China.

    Article 32 The funds of the Association shall be used for the business scope and career development specified in the constitution of Association, and shall not be distributed among members.

    Article 33 The Association shall establish a strict financial management system to ensure that the accounting data are legal, true, accurate and complete.

    Article 34 The Association shall appoint accountants with professional qualifications to take charge of financial work, and accountants shall not concurrently act as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers or quits his job, he must go through the handover procedures with the receiver.

    Article 35 The Association shall manage its funds in strict accordance with national regulations and financial management system, accept the supervision of member congress, financial department and audit department, and publish relevant information to the public in an appropriate manner. Assets derived from country appropriations or social donations or subsidies must be subject to the supervision of audit institutions.

    Article 36 Before changing the term of office or changing the legal representative, the Association must accept the financial audit organized by the audit institution recognized by the Ministry of Education and the Ministry of Civil Affairs.

    Article 37 No unit or individual may occupy, share or misappropriate the assets of the association privately.

    Article 38 The wages, insurance and welfare benefits of the full-time staff of the Association shall be implemented with reference to the relevant provisions of the country on public institutions.

    Chapter VI Amendment Procedures of the Constitution

    Article 39 Amendments to the constitution of the Association shall be submitted to the member congress for deliberation after being voted by the Council.

    Article 40 The amended constitution of the Association shall be submitted to the Ministry of Education for review within 15 days after being adopted by the member congress, and shall take effect after being approved by the Ministry of Civil Affairs.

    Chapter VII Termination Procedures and Property Disposal after Termination

    Article 41 If the Association completes its purpose or dissolves on its own, or needs to be cancelled due to division, merger and other reasons, the Council or the Standing Council shall propose a termination motion.

    Article 42 The motion of termination of the Association shall be voted by the member congress and reported to the Ministry of Education for examination and approval.

    Article 43 Before the termination of the Association, a liquidation organization shall be established under the guidance of the Ministry of Education and the Ministry of Civil Affairs to deal with the aftermath. During liquidation, no activities other than liquidation shall be carried out.

    Article 44 The Association shall be terminated upon the cancellation of registration by the Ministry of Civil Affairs.

    Article 45 The remaining property after the termination of the Association shall be used for the development of undertakings related to the purpose of the Association under the supervision of the Ministry of Education and the Ministry of Civil Affairs and in accordance with relevant national regulations.

    Chapter VIII Supplementary Provisions

    Article 46 The constitution of the Association was voted and adopted by the second member congress on January 16, 2019.

    Article 47 The power of interpretation of the constitution of the Association belongs to the Council.

    Article 48 The constitution of the Association shall come into force as of the date of approval by the Ministry of Civil Affairs.
